Promotion Dispute: FCT Teachers Begin Indefinite Strike
The Federal Capital Territory Council of the Nigeria Labour Congress (NLC) has declared an indefinite strike by teachers in Abuja over unresolved disputes concerning promotion and career progression.
The action took effect on Wednesday, October 7, 2026, following the expiration of a seven-day ultimatum issued to the FCT Administration (FCTA).
The NLC FCT Council said it rejected the administration’s response to its demands, describing it as “ambiguous, dismissive and totally unacceptable.”

At the centre of the dispute is the FCTA’s implementation of a vacancy clause, which makes teachers’ promotion subject to the availability of vacant positions.
The union argued that teachers recruited by the FCT Universal Basic Education Board (FCT UBEB) and FCT Secondary Education Board (FCT SEB) are employed specifically for teaching and should not be subjected to promotion conditions designed for pool officers.
According to the NLC, the policy has resulted in prolonged career stagnation and growing demoralisation among teachers.
The union had issued the ultimatum on September 8, demanding the resolution of the long-running welfare and career progression issues affecting FCT educators.
