Oyo 2027: Alli Unveils ‘My Pact’, Promises First-Day LG Autonomy, ₦10bn Youth Fund

The All Progressives Congress (APC) governorship candidate in Oyo State, Senator Sharafadeen Alli, has unveiled his 2027 election manifesto, promising local government autonomy from his first day in office if elected governor.

Alli also pledged to establish a ₦10 billion youth development fund and raise the state’s annual Internally Generated Revenue (IGR) to ₦150 billion without imposing additional taxes on residents and businesses.

He made the promises on Tuesday while presenting his manifesto, tagged My Pact, to stakeholders representing various sectors of the state.

The candidate outlined his development agenda under seven strategic pillars, known as Oyo AHEAD, covering local government autonomy, infrastructure, healthcare, education and employment, agriculture and exports, the digital economy, and security.

Alli said Oyo State had the resources and population to become a major economic force but needed effective leadership to unlock its potential.

He cited the state’s annual revenue of less than ₦100 billion and the high level of poverty among residents as areas requiring urgent attention.

Under his proposed administration, he promised to spread development across the state’s 351 wards, complete ongoing road projects and construct access roads linking farming communities to markets.

He also pledged a 20-year warranty on every newly constructed road.
On electricity and water, Alli promised to connect at least 100 rural communities to electricity for the first time, restore potable water supply in 100 communities and ensure the regular replacement of faulty transformers.

In healthcare, he pledged to establish general hospitals in the six local government areas without such facilities, recruit more medical personnel and provide free health insurance for infants, pregnant women and residents aged 70 and above.

He also promised to increase enrolment in the state’s health insurance scheme from 271,000 to 500,000 within his first two years in office.

On education and employment, the APC candidate proposed limiting class sizes to 30 pupils, recruiting more teachers and establishing skills acquisition centres across the state’s geopolitical zones.

He further pledged to revive the Oluyole Free Trade Zone, establish industrial parks, improve access to credit for small businesses and create digital innovation hubs.

For agriculture, Alli promised to revive farm settlements, provide insurance coverage for 10,000 farmers and promote agricultural exports through a proposed Oyo Export Council.

He also assured civil servants of timely payment of salaries and other entitlements, alongside improved working conditions.

Alli said the successful implementation of his Oyo AHEAD agenda would create jobs, strengthen public institutions and place the state on a sustainable path of economic growth.
